I like the old meanings: February 二月 (Nigatsu) Kisaragi (如月) or Kinusaragi (衣更着"Changing Clothes").
In Europe, some old saying (also called farmers rules - Bauernregeln) about February:
+ Lots of fog in February, lots of rain all year.
+ If it does not snow in the Hornung (February), the cold comes at the Easter time.
+ In February snow and ice, makes the summer hot.
The canton of Fribourg lies in the west of Switzerland. It is bounded to the west by the Lake of Neuchâtel. To the west and the south of the canton lies the canton of Vaud.
